Local powdercoat finishing rates. Per-entity because powdercoat shops vary by region. Captures finish thickness, RAL colour and lead time; used in BOQ Section B for non-anodised finishes.
Rates are quoted per linear metre and per kilogramโ which of the two applies depends on whether the shop charges by run length or by mass, so both are stored and the BOQ picks the one matching the line item's UOM.
